About HHCDA

Who We Are

The Ho-Chunk Housing and Community Development Agency (HHCDA) is the Tribally Designated Housing Entity (TDHE) for the Ho-Chunk Nation and a federally recognized 501(c)(3) nonprofit organization.

Funded primarily through HUD programs, grants, and donations, HHCDA works alongside Ho-Chunk families to expand access to safe, affordable housing and strengthen community well-being.

As an independent nonprofit organization, we develop housing solutions, coordinate supportive services, and invest in programs that reflect Ho-Chunk values while maintaining strong standards for transparency, accountability, and responsible stewardship of public resources.

Since 2002, HHCDA has served as a trusted partner in housing, community development, and long-term planning across the Ho-Chunk Nation.

Our Mission

The mission of the Ho-Chunk Housing and Community Development Agency is to foster a strong, healthy community of which Ho-Chunk Nation members can be proud by providing quality, affordable housing and programs that support social, cultural, and community well-being.

Who We Serve

HHCDA primarily serves enrolled members of the Ho-Chunk Nation and their families.

Program eligibility varies based on funding requirements and may be guided by federal, state, tribal, or grant-specific regulations.

While some programs prioritize tribal households, other services—including community education, wellness initiatives, emergency assistance, and supportive programs—may be available to a broader audience within the communities we serve.

Our goal is simple: to connect people with resources that support housing stability, self-sufficiency, and stronger communities.

What We Do

HHCDA provides housing and community development services across five core areas:

Housing Stability

Helping families secure and maintain safe housing through rapid re-housing services, housing navigation, and supportive programs.

Rental Housing

Managing affordable housing communities while providing tenant support, property management, maintenance services, and emergency housing assistance.

Elder and Accessibility Services

Supporting elders and individuals with disabilities through weatherization, accessibility modifications, housing improvements, and service coordination.

Community Empowerment

Strengthening communities through cultural programming, youth initiatives, financial education, and family wellness resources.

Disaster and Crisis Response

Providing emergency assistance during times of need, including support for heating, water, health, and safety repairs, and other urgent housing-related challenges.

Leadership and Governance

HHCDA is governed by a 12-member Board of Commissioners who are elected through Ho-Chunk Nation Area Meetings and confirmed by the Ho-Chunk Nation Legislature.

The Board provides strategic direction, ensures fiscal oversight, and upholds HHCDA's commitment to transparency, accountability, and compliance with federal and nonprofit requirements.

Working in partnership with the Executive Director, the Board helps guide decisions that strengthen housing opportunities and support long-term community well-being.
