Meet HHCDA Board of Commissioners

Mission-Driven, Community-Focused

The Ho-Chunk Housing and Community Development Agency (HHCDA) is governed by a 12-member Board of Commissioners, who are elected at respective Area Meetings and confirmed by the Ho-Chunk Nation Legislature. The Board provides leadership grounded in community values, ensuring that our services reflect the needs of Ho-Chunk members and uphold standards of accountability.

Oversight with Integrity

The Board plays a vital role in reviewing policies, setting direction, and ensuring program alignment with HHCDA’s mission. As stewards of federal and tribal funds, Board members are responsible for:

  • Ensuring HUD compliance and policy oversight

  • Participating in long-range planning

  • Representing the needs of their community or district

  • Promoting fair, effective housing services and programming

  • Attending monthly public meetings and committee reviews

  • Engaging in training such as NAHASDA Essentials within the first year of service

Serving with Purpose

Board Commissioners must:

  • Be nominated at their district’s Area Meeting

  • Be confirmed by the Ho-Chunk Nation Legislature

  • Hold valid identification and meet eligibility per tribal law

 

Commissioners must act in the best interest of the communities we serve.

Public Meetings

The HHCDA Board of Commissioners meets on the fourth Thursday of each month unless otherwise noted. Meetings are open to the public and provide a forum for updates, community concerns, and Board decisions.

Board Initiatives: Strengthening Policy, Planning, and Community Impact

The HHCDA Board of Commissioners is actively engaged in shaping the future of housing and community development through a renewed focus on long-term planning, policy updates, and service delivery improvement.

As part of the annual Indian Housing Plan (IHP) process and broader agency governance, the Board is currently prioritizing:

  • Policy Modernization: Reviewing longstanding policies to ensure alignment with evolving community needs, funding requirements, and cultural values.

  • Strategic Program Evaluation: Working with leadership to assess program outcomes and identify areas for investment or redesign—particularly in emergency housing, supportive services, and tenant engagement.

  • Accountability & Equity: Ensuring decisions are guided by transparency, measurable impact, and a commitment to fair and culturally grounded practices.

 

This phase of strategic focus is about refining what works, improving what doesn’t, and planning boldly for the future of Ho-Chunk housing and community well-being.
