HHCDA's Down Payment Assistance Program helps income-qualified Ho-Chunk Nation members become homeowners by reducing the financial barrier of upfront costs. Paired with financial counseling and homebuyer education, this program empowers families to secure sustainable housing and build generational wealth.

Housing Inspection Reimbursement Program

Provides financial reimbursement to eligible Ho-Chunk Nation homeowners for costs related to required home inspections. The program supports safe, quality housing by helping offset expenses for code compliance or property evaluations. Applicants must submit proof of inspection, ownership, and payment for reimbursement consideration.

    ➡️HHCDA is a nonprofit, tribally designated housing entity (TDHE). While we work closely with the Ho-Chunk Nation and are governed by a Board confirmed by the Legislature, we operate independently and are primarily grant-funded.
  • Does HHCDA offer employee benefits?
    ➡️Yes. HHCDA employees are enrolled in the same insurance and benefits program offered by the Ho-Chunk Nation, including health, dental, and retirement benefits.
  • Are all HHCDA positions grant-funded?
    ➡️Yes. All staff positions are 100% grant-funded, and our ability to hire or expand services is directly linked to the availability and scope of federal, state, or tribal funding.
  • What kind of roles exist at HHCDA?
    ➡️We employ a wide range of professionals, including case managers, project coordinators, accountants, maintenance staff, community outreach specialists, and more. Some positions may be remote or field-based, depending on program needs.
  • How do I submit a maintenance request or work order?
    ➡️ You can submit a work order through the Tenant Portal or by calling HHCDA Tenant Services during business hours. For after‑hours emergencies, use the Emergency Contact List on this page.
  • What counts as an emergency repair?
    ➡️ Emergencies are situations that risk health, safety, or major property damage, such as no heat in winter, flooding, gas smell, or broken water pipes. For emergencies after hours, call the emergency line right away.
  • Can I pay my rent online?
    ➡️ Yes! Use the Tenant Portal to pay rent securely by ACH (bank draft) or credit/debit card. You can also set up automatic payments and view your payment history.
  • What should I do if I notice plumbing issues or slow drains?
    ➡️ Submit a work order as soon as possible. Do not flush wipes, pads, or “flushable” products—only toilet paper is safe to flush. This prevents costly clogs and backups.
  • Will I get updates about my work orders and account?
    ➡️ Yes! With our Salesforce-powered portal, you’ll receive real-time updates on your requests, payment confirmations, and community announcements.
  • Who do I contact if I have questions about my lease or tenant policies?
    ➡️ Contact HHCDA Tenant Services at (608) 374‑1245 or HHCDATenantServices@ho-chunk.com for policy questions, lease clarifications, or general support.
  • Who can apply for Tribal Member Assistance Programs?
    ➡️Programs are generally available to enrolled Ho-Chunk Nation members. Some services are also open to members of other federally recognized tribes based on program funding and eligibility.
  • Are tenants of HHCDA rental housing eligible for these programs?
    ➡️No. Most assistance programs are designed for individuals or households not currently receiving rental support from HHCDA. Please review eligibility details for each specific program.
  • How do I know which program is right for me?
    ➡️If you’re unsure which assistance fits your situation, contact our office. Staff will help guide you to the most appropriate option and walk you through the application process.
  • Do I have to reapply for assistance every year?
    ➡️Yes. Most programs require updated applications annually or per term, including current documentation of income, school enrollment (if applicable), or housing status.
  • Will these program guidelines change?
    ➡️Possibly. HHCDA regularly updates forms and eligibility requirements to improve services and meet HUD or grant funding standards. Always refer to the latest documents when applying.
  • How are HHCDA Board Commissioners selected?
    ➡️ Commissioners are nominated at district-level area meetings and confirmed by the Ho-Chunk Nation Legislature, ensuring local representation and accountability.
  • What is the Board’s primary role?
    ➡️ The Board sets strategic direction, provides policy oversight, and ensures programs align with HHCDA’s mission to provide safe, affordable housing and strong communities.
  • When does the Board meet?
    ➡️ Regular meetings are held the fourth Thursday of each month, unless otherwise specified. Meeting notices are posted publicly.
  • Can I attend Board meetings?
