Who We Are

Empowering tribal communities through sustainable housing solutions, the Ho-Chunk Housing and Community Development Agency (HHCDA) is a Tribal Designated Housing Entity (TDHE) and 501(c)(3) nonprofit organization. Our mission is to provide safe, affordable housing and foster strong, thriving communities for the Ho-Chunk Nation.

Guided by the values of stability, self-sufficiency, and cultural preservation, we offer rental programs, homeownership assistance, and community development initiatives. Our goal is to ensure every tribal member has access to quality housing and a supportive environment to prosper.

Board of Commissioners

A 12-member Board of Commissioners governs the Ho-Chunk Housing and Community Development Agency (HHCDA), voted in at respective Area Meetings and confirmed by the Ho-Chunk Nation Legislature.

 

The Board provides leadership grounded in community values, ensuring that our services reflect the needs of Ho-Chunk members and uphold standards of accountability.

COMMUNITIES

Community Building Rentals

The Ho-Chunk Housing and Community Development Agency (HHCDA) is dedicated to supporting the cultural, social, and educational activities of our community members. HHCDA maintains several community buildings across its service area for public use.

 

Permitted Uses:

These buildings are designated for family gatherings, cultural ceremonies, community meetings, educational events, volunteer activities, and other purposes that support the well-being of Ho-Chunk Nation members.

Use Requirements:

• A flat $50 usage fee is now required to reserve any HHCDA community building. Security deposits are no longer needed. (Approved June 24, 2010)

Alcohol and drug use are strictly prohibited in all HHCDA buildings, including community spaces. (Policy revised and approved July 29, 2010)

To Reserve a Building:

Visit the Front Desk at the HHCDA Operations Building in Tomah.

Reservations are accepted on a first-come, first-served basis and must be scheduled in advance.

  • Is HHCDA part of Tribal Housing?
    ➡️ No—HHCDA is a separate nonprofit organization and is not funded by the Ho-Chunk Nation government.     ➡️ No — HHCDA is an independent 501(c)(3) nonprofit and the federally recognized Tribally Designated Housing Entity (TDHE) for the Ho-Chunk Nation. We work in partnership with the Nation, but we operate independently.
  • Who does HHCDA serve?
    ➡️ Most of our programs prioritize enrolled Ho-Chunk members and their families, but some community services may also be open to non-enrolled residents, depending on funding and eligibility guidelines.

    ➡️ As a TDHE, HHCDA administers federal housing funds (like NAHASDA) on behalf of the Nation — ensuring culturally relevant services while complying with HUD regulations.

    ➡️ No — we operate with independent funding from federal grants, partnerships, and donors. While we collaborate with tribal programs, we do not receive direct Ho-Chunk Nation government funding.

    ➡️HHCDA currently employs 51 team members across various departments including housing services, family support, finance, administration, and community programs.
  • Is HHCDA part of the Ho-Chunk Nation government?
    ➡️HHCDA is a nonprofit, tribally designated housing entity (TDHE). While we work closely with the Ho-Chunk Nation and are governed by a Board confirmed by the Legislature, we operate independently and are primarily grant-funded.
  • Does HHCDA offer employee benefits?
    ➡️Yes. HHCDA employees are enrolled in the same insurance and benefits program offered by the Ho-Chunk Nation, including health, dental, and retirement benefits.
  • Are all HHCDA positions grant-funded?
    ➡️Yes. All staff positions are 100% grant-funded, and our ability to hire or expand services is directly linked to the availability and scope of federal, state, or tribal funding.
  • What kind of roles exist at HHCDA?
    ➡️We employ a wide range of professionals, including case managers, project coordinators, accountants, maintenance staff, community outreach specialists, and more. Some positions may be remote or field-based, depending on program needs.
  • How are HHCDA Board Commissioners selected?
    ➡️ Commissioners are nominated at district-level area meetings and confirmed by the Ho-Chunk Nation Legislature, ensuring local representation and accountability.
  • What is the Board’s primary role?
    ➡️ The Board sets strategic direction, provides policy oversight, and ensures programs align with HHCDA’s mission to provide safe, affordable housing and strong communities.
  • When does the Board meet?
    ➡️ Regular meetings are held the fourth Thursday of each month, unless otherwise specified. Meeting notices are posted publicly.
  • Can I attend Board meetings?
