HHCDA's Down Payment Assistance Program helps income-qualified Ho-Chunk Nation members become homeowners by reducing the financial barrier of upfront costs. Paired with financial counseling and homebuyer education, this program empowers families to secure sustainable housing and build generational wealth.

HHCDA is a tribal housing authority of the Ho-Chunk Nation, supported by HUD housing initiatives to strengthen our communities and preserve our heritage.

  • Is HHCDA part of the Ho-Chunk Nation government?
    ➡️ No — HHCDA is an independent 501(c)(3) nonprofit and the federally recognized Tribally Designated Housing Entity (TDHE) for the Ho-Chunk Nation. We work in partnership with the Nation, but we operate independently.
  • Who does HHCDA serve?
    ➡️ Most of our programs prioritize enrolled Ho-Chunk members and their families, but some community services may also be open to non-enrolled residents, depending on funding and eligibility guidelines.
  • What does it mean to be a TDHE?
    ➡️ As a TDHE, HHCDA administers federal housing funds (like NAHASDA) on behalf of the Nation — ensuring culturally relevant services while complying with HUD regulations.
  • How is HHCDA governed?
    ➡️ We are led by a 12-member Board of Commissioners, voted in at respective area meeting and confirmed by the Ho-Chunk Nation Legislature, ensuring local representation and accountability.
  • Is HHCDA funded by the Nation?
    ➡️ No — we operate with independent funding from federal grants, partnerships, and donors. While we collaborate with tribal programs, we do not receive direct Ho-Chunk Nation government funding.

  • Is HHCDA part of the Ho-Chunk Nation government?
    ➡️HHCDA is a nonprofit, tribally designated housing entity (TDHE). While we work closely with the Ho-Chunk Nation and are governed by a Board confirmed by the Legislature, we operate independently and are primarily grant-funded.
  • Does HHCDA offer employee benefits?
    ➡️Yes. HHCDA employees are enrolled in the same insurance and benefits program offered by the Ho-Chunk Nation, including health, dental, and retirement benefits.
  • Are all HHCDA positions grant-funded?
    ➡️Yes. All staff positions are 100% grant-funded, and our ability to hire or expand services is directly linked to the availability and scope of federal, state, or tribal funding.
  • What kind of roles exist at HHCDA?
    ➡️We employ a wide range of professionals, including case managers, project coordinators, accountants, maintenance staff, community outreach specialists, and more. Some positions may be remote or field-based, depending on program needs.
  • How are HHCDA Board Commissioners selected?
    ➡️ Commissioners are nominated at district-level area meetings and confirmed by the Ho-Chunk Nation Legislature, ensuring local representation and accountability.
  • What is the Board’s primary role?
    ➡️ The Board sets strategic direction, provides policy oversight, and ensures programs align with HHCDA’s mission to provide safe, affordable housing and strong communities.
  • When does the Board meet?
    ➡️ Regular meetings are held the fourth Thursday of each month, unless otherwise specified. Meeting notices are posted publicly.
  • Can I attend Board meetings?
